Thorp council OKs ARPA-funded pickup, pager pay bump and multiple administrative approvals

At its Dec. 12 meeting the Thorp City Council authorized a $36,233 ARPA-funded pickup purchase, raised public works pager pay to $30/day, approved paying off street reserve debt from TIF and fund balance, approved liquor and tobacco licenses for Hometown Grocers, and carried forward 2022 appropriations; council also met in closed session under Wis. The Thorp City Council on Dec. 12 approved several spending and administrative items, including the purchase of a new Public Works pickup to be paid with American Rescue Plan Act (ARPA) funds. DPW Leech presented three quotes; the council voted 5–0 to purchase the truck from Courtesy Auto & Truck Center Inc. for $36,233 (motion by Alderperson Lawcewicz, seconded by Alderperson Abramczak). Leech said he had not yet received a cost for a new generator that the council may consider for ARPA funding, and the council asked the Booster Club to firm up a dollar amount for requested Northside Ballpark improvements.
Other fiscal and administrative approvals included: increasing public works pager pay from $20 per day to $30 per day effective Jan. 1, 2023 (motion by Alderperson Korn, seconded by Alderperson Rosemeyer; 5–0); paying off street reserve debt from TIF revenues and fund balance (motion by Alderperson Korn, seconded by Alderperson Lawcewicz; 5–0); approval of a Class A Liquor and Class A Beer license and a Cigarette and Tobacco Products Retail License for Hometown Grocers Inc. (motion by Alderperson Korn, seconded by Alderperson Rosemeyer; passed unanimously); approval to purchase a laptop for the Police Department with grant reimbursement expected (motion by Alderperson Lawcewicz, seconded by Alderperson Einhorn; 5–0); and approval for the Clark County Surveyor to review certified maps (CSMs) completed in Thorp at no cost (motion by Alderperson Abramczak, seconded by Alderperson Lawcewicz; 5–0). The council also approved Resolution 2022-12-02 to carry forward 2022 budget appropriations for reserves (motion by Alderperson Rosemeyer, seconded by Alderperson Lawcewicz; 5–0).
The council moved into closed session under Wis. Stat. § 19.85(1)(g) to confer with legal counsel about litigation strategy (motion by Alderperson Einhorn, seconded by Alderperson Lawcewicz; voted unanimously). The council reconvened into open session (motion by Alderperson Lawcewicz, seconded by Alderperson Einhorn; 5–0) and recorded that no action was taken as a result of the closed session. The meeting adjourned at 7:25 p.m.
These actions commit ARPA funds to an immediate equipment purchase, adjust pay for on-call public works staff, and finalize several routine licensing and administrative items. The generator cost remains unspecified, and the Booster Club’s funding request for ballpark improvements awaits a firm dollar figure from the club.
