Thorp council cites DNR notice, approves $6,258 change order for wastewater repairs

Jeff Nusbaum, representing engineering firm Short Elliott Hendrickson, told the Thorp City Council that the contract retainage for the Wastewater Treatment Plant project is $19,766.40 set aside to cover 200% of the contractor’s cost for seeding restoration in the spring.
Nusbaum said an air release valve at the plant’s influent lift station failed and that the Wisconsin Department of Natural Resources issued a Notice of Non‑Compliance earlier in the year for exceedances of effluent limits, which the city and SEH have addressed and are developing mitigation steps for.
On that basis the council considered Change Order #15 from Staab Construction for $6,258 to cover the release valve and piping repair. SEH noted the cost will be reimbursed through the project’s Rural Development grant. Alderperson Enkers moved to adopt Resolution 2026‑01‑01; Alderperson Lawcewicz seconded and the council approved the change order, 3–0.
The council recorded that the retainage amount will be paid once site restoration is verified in spring inspections. No further timeline for the restoration or additional corrective work was provided at the meeting.
