The Sandpoint Planning and Zoning Commission on June 16 recommended approval of the Skyway Estates preliminary plat (PS26‑0001), a proposal to subdivide 4.5 acres at 2708 North Boyer into 26 single‑family lots and a new local access street.
Associate Planner Eric Brubaker told commissioners the proposal generally meets the city’s zoning and subdivision standards but noted outstanding technical items, especially a stormwater plan that the city engineer deemed "not workable" in its preliminary form and will need revision in the public infrastructure permit stage. Brubaker said the project includes a 50‑foot right‑of‑way where required, 10‑foot utility easements along the new street and stubbed connections to adjacent parcels to meet the city’s connectivity policy.
Gordon Dobler of Dobler Engineering, representing owner Polarbilt LLC, said the team will treat and collect stormwater on site and pipe it to the existing system on Boyer to meet the city’s restrictions, add sidewalks and street trees, and that traffic impacts are modest (about 20–26 PM‑peak trips). "We will take the stormwater as far as the grade allows it out to the existing one in Boyer," Dobler said, adding the applicant has no objections to the recommended conditions of approval.
During deliberation commissioners removed one duplicative condition in staff’s draft, amended the airport‑overlay wording so it applies to all affected lots in the overlay, and struck a second proposed condition as redundant. Commissioner Torpey moved the recommendation of approval with those edits; the motion was seconded and passed by roll call.
The commission’s recommendation directs the applicant to address the city engineer’s stormwater comments and to complete final public infrastructure plans during the public infrastructure permit process. The item will advance to city council for final action as required by Sandpoint’s development review procedures.
