Rental board denies permit application for 1473 2nd Street after neighbors describe years of problems

The Town of Babylon Rental Board voted July 8 to deny a rental permit application for 1473 2nd Street in West Babylon after neighbors described a multi-year history of disturbances, code violations and alleged unpermitted activity at the property.

Neighbors Kelly Anzamardi and Joe Jankowski said the owners repeatedly rented the home without the required permit, that multiple police calls and disturbances occurred over several years and that at one point an unpermitted eyelash-extension business operated from the house. Anzamardi told the board the owners had rented the property for about six years without a permit and said prospective tenants were shown the house before permitting and inspection were complete.

Joe Jankowski, who said he lives across the street, submitted a chronology of enforcement steps: summonses and fines for renting without permits (cited dates to the board), eviction notices in April 2025 and a town placard placed on the house in November 2025. He told the board the eviction process took more than a year and that town officials had to board the house when tenants continued to return.

Applicant Avinash Agnihotri acknowledged prior permitting lapses and said the house has been empty since November. Agnihotri said he paid fines, removed tenants and would be more engaged going forward; he said he will not allow anyone to occupy the home until a permit is issued.

After hearing neighbors’ testimony, the board moved to deny the application. The motion to deny was seconded by Carla Bryant and carried on a board vote. The chair told the applicant he may reapply and recommended he discuss remediation steps with neighbors before reapplying.

The board read and filed written correspondence from neighbors about 1473 2nd Street. The denial is administrative; the applicant may submit a new application once the board’s concerns are addressed.
