Resident complaint spurs site visit; board conditionally approves updated short-term rental application

The Springfield Planning Board on Nov. 20 authorized a site visit and outreach to the owner of an adjacent short-term rental after resident Sandy Burke, of Main Street, raised concerns about light trespass from the property.

The motion, made by member John Trachy and seconded by Don Hill, authorized Chairman Mike Howard and Jen Roberts to visit Burke's property and contact the rental owner, identified in the minutes as Tyler Rowley, to discuss potential solutions. The board approved the motion unanimously.

Separately, the board reviewed updated Short-term Rental Application and Instructions drafted by Zoning Coordinator Tim Bray and former board member Dan Saulnier. After suggested edits, John Trachy moved and Don Hill seconded a motion to conditionally approve the materials, subject to those edits and to final approval at the next meeting; that motion also passed unanimously.

Chairman Mike Howard opened a public hearing on proposed zoning amendments for Town Meeting 2026, which included the short-term rental proposal alongside items on solar energy systems, accessory dwelling units and Class VI and private roads. Discussion on the short-term rental amendment produced consensus edits but no final action; the public hearing was continued to Dec. 4, 2025, at 7:00 p.m., by a unanimous vote.

The board did not set a remedial measure in the minutes beyond the authorized site visit and outreach; further enforcement or regulatory steps, if any, were not specified and will depend on subsequent findings and follow-up at future meetings.

The Planning Board's next regular meeting is scheduled for Thursday, Dec. 4, 2025, at 7:00 p.m. at the Springfield Memorial Building.
