Box Butte County zoning commission approves bylaws changing regular meetings to third Mondays; hears Sun Daisy LLC on comprehensive plan

Chairperson Marilyn Lore called the meeting to order at 7 p.m. at the Knight Museum and Sandhills Center in Alliance and noted the meeting would follow the state Open Meetings Act, which is posted in the meeting room. A quorum was present with Lore, Vice Chairperson Trent Benzel, Secretary Barbara Raben and member Jerry Underwood attending; Josh Foster, Tonya Mayer and Rich Smith were absent. Staff in attendance included Mike Johnson, Box Butte Zoning Administrator; Marissa Curtiss, Box Butte County Attorney; and Commissioner Michael Sautter.
Vice Chairperson Trent Benzel moved to accept the agenda; Jerry Underwood seconded and the commission voted 4–0 to approve it. Benzel then moved to approve the minutes of the Dec. 16, 2024 meeting; Secretary Barbara Raben seconded and the commission approved the minutes by the same 4–0 margin.
Under "Old Business," the minutes record that commissioners approved a bylaws change to set regular meetings on the third Monday of each month. The minutes state the bylaws were approved but do not list a mover, seconder or vote tally for that specific item.
During the public meeting portion of the agenda the commission held a community outreach meeting with Christy Eichorn of Sun Daisy LLC regarding the Box Butte County comprehensive plan. The minutes note the outreach meeting took place but do not include detailed remarks from Eichorn or any ensuing action by the commission.
Vice Chairperson Benzel moved to adjourn; Underwood seconded, the motion carried unanimously, and Chairperson Lore adjourned the meeting at 8:10 p.m.
The commission’s next regular meeting time is now set for the third Monday of each month under the amended bylaws. The minutes do not record additional follow-up items or votes related to the comprehensive plan presentation.
