Commissioner Rich Smith moved to accept the meeting agenda; Tonya Mayer seconded. The commission voted 6–0 in favor. Smith then moved to approve the minutes of March 12, 2025; Mayer seconded and the motion carried 6–0.
Under new business the commission began a review of the Box Butte County Comprehensive Plan, covering pages 6–31. Meeting notes indicate commissioners completed the review through page 25; the transcript does not specify which pages remain for subsequent meetings or any substantive edits made during this session.
