Walkersville selects AMT for Frederick Street safety study; staff notes budget to start work

The Walkersville Board of Commissioners authorized staff to accept AMT’s bid for a Frederick Street engineering safety study after reviewing two proposals and technical scoring. AMT’s bid was $122,755.08 (technical score 38/40); Fox submitted a higher bid ($163,894) and received a lower technical score (24/40).
Town staff told commissioners both firms received the same bid documents and attended the pre-bid meeting. Commissioners questioned whether the firms were bidding comparable scopes because Fox emphasized traffic analysis while AMT focused more on other engineering disciplines. Commissioner (speaker 11) said AMT’s proposal “seem[ed] to have nailed exactly what we were talking about” and moved to accept AMT’s bid.
Staff advised the board there is budgeted capital available to start the project this fiscal year — about $45,000 on the budget page provided — and that remaining cost could be funded in the 2027 budget; the study is expected to be completed in late 2027. The motion to accept AMT’s bid passed with four votes in favor, no opposition and one abstention.
Commissioners discussed options to refine scope or rebid if they were concerned about apples-to-apples comparisons, but the board approved the award in order to begin work on addressing known safety issues on Frederick Street.
