Commission conditionally approves site plan for modular classrooms at high school after utility concerns addressed

The Walkersville Planning Commission voted March 24 to approve a site plan that replaces portable classrooms at the high school with a connected modular building, contingent on satisfactory resolution of engineering and utility comments.
Tom Walling (S10) and Joe C. of Fox & Associates (S9) presented the proposal. Staff and commissioners raised several issues: one corner of the proposed modular sits over a county 10-inch sewer line and a connecting corridor overlies a school/town water line. Chair (S1) said those were “the two biggies that jumped out at me.”
Joe C. said the modular sections will be set on piers so there will be no full foundation directly on top of the sewer; the applicant adjusted the building location so the waterline conflict is minimized and said the corridor can remain accessible for maintenance. The applicant committed to submit full improvement plans addressing stormwater, erosion control, and detailed utility connections for county and town review.
Commissioner (S7) moved to approve the site plan subject to addressing all engineer comments in the improvement plans, including utility concerns and county approval for construction over the sewer. Commissioner (S8) seconded the amended motion. Chair (S1) called the question; the voice vote was recorded as unanimous.
Applicant representatives said improvement plans will be submitted and that the team expects to provide updated materials promptly for engineering review.
