Planning staff and engineer give status update on proposed McDonald’s rebuild

Planning staff reminded commissioners on March 24 that the McDonald’s raze-and-rebuild proposal remains under review and had been recommended previously for approval subject to revised plans and agency sign-offs.
Alex (S3) said the prior recommendation required revised plans to be approved by staff, Frederick County review agencies and the town engineer. Andres Zdynowski of Boller Engineering (S4) told the commission he submitted markups and responses and walked through comments received during the current review cycle.
Zdynowski described a number of technical comments: the erosion- and sediment-control sheets were relocated from one set to another during submission and should be considered included; applicants will provide a pre- and post-analysis of an existing stormwater inlet along East Frederick Street and intend to replace a bottomless inlet to prevent infiltration; ADA ramps adjacent to the site will be replaced; and truck-turn, grading labels, sanitary-profile and utility connection details require additional coordination. He said, “I don't anticipate having issues as far as capacity of the existing pipe goes.”
Staff and applicant said they received additional comments from the town engineer and Frederick County, would coordinate revisions and expected further back-and-forth before final plan approval. No formal action or vote was taken; the item was an informational status update.
