The Borough Council on June 24 introduced Bond Ordinance 732 to appropriate $566,586.60 for a package of 2026 capital projects and approved a related professional-services contract for required dam inspections.
Deputy Mayor Dennis P. O’Neill said the ordinance covers five purposes: a 2026 road improvement project ($293,764 total cost, with a $234,764 New Jersey Department of Transportation grant committed), a police body‑worn camera system (estimated $107,322.60), a 2026 Ford Explorer for the police department (estimated $68,000), fire department exhaust-capture and vehicle camera equipment (estimated $55,000), and sewer-utility upgrades including a sludge dumpster and storage tanks (estimated $42,500). The ordinance anticipates issuing up to $317,356.47 in bonds to finance the work; the ordinance states a down payment and lists periods of usefulness for each item.
Manager Burton and Clerk McIntosh noted the capital plan leverages a DOT road grant and that the borough will follow required post-issuance tax-status procedures should debt be sold. Deputy Mayor O’Neill said the second reading and public hearing are scheduled for July 8.
Separately, the council adopted Resolution 60-26 awarding a not-to-exceed $8,000 professional-services contract to Environmental Resolutions, Inc. for the CY26 Upper & Lower Aetna dam inspections. Clerk McIntosh said the inspection is mandatory every two years.
The bond ordinance was introduced for first reading (votes recorded for introduction); the dam-inspection contract was approved by roll call. The council directed standard filing and procurement documentation necessary to complete the awards and bond issuance process.
