Public Works discusses water-rate planning, discontinues leak credit and awards water and sewer contracts

On billing policy, the commission voted to discontinue the one-time leak credit adjustment; the motion carried with three ayes and one recorded nay by Commissioner Mitch Koel. The commission directed the Water Department to update billing procedures and notify customers of the change.
The commission awarded the 2026 Superior Watermain Loop contract to BKC Construction and the Townline Road lift station abandonment contract to Gerke Excavating; a pre-construction meeting with Gerke was scheduled. Staff provided operational updates: February sewer flow averaged about 1 million gallons per day; March average daily water pumpage was 793,000 gallons. Staff reported SCADA program malfunctions being addressed by LW Allen, generator repairs at Well 11 by Fabick, a water-tower hatch repair by Lane Tank, a spring hydrant flush scheduled Apr. 13–17, and bids being sought to install steel roofs on Wells 11 and 12.
The commission approved payment of the monthly water and sewer bills as presented and approved a preliminary resolution declaring intent to levy special assessments.
