Thorp council approves truck purchase, water-tower painting, recycling contract and fee changes

The financing plan calls for $25,981.74 from the equipment reserve fund, $74,018.26 from unreserved funds, and a $136,000 vendor-financed loan from Ascendance Truck Center at 4.774% for seven years; the motion passed 4–0 (Lawcewicz, Enkers). DPW reported alternative quotes and differing lead times.
Infrastructure maintenance contracts: Council awarded a $151,500 contract to Lane Tank Co., Inc. to sandblast, coat and paint the city’s 150,000-gallon elevated water storage tank and perform listed minor repairs. The council also approved a contract with First Choice for twice-yearly appliance and electronics recycling collections at $150 per trip, with freon-containing items charged $20 each and data-bearing pallets secured after collection.
Operations and services: The council switched the Public Works uniform service from Vestis to Cintas, citing estimated annual savings of about $1,000, and approved contracting with Cedar Corp to manage ongoing RLF Housing Program administration and closeout duties at $115 per hour. The council also voted to renew the Clark County Economic Development Corporation membership for $2,665.50 and approved a Class B beer license for Hausum Tobacco LLC.
Local traffic and safety measures: The council agreed to purchase four speed boards with the Thorp School District splitting the cost (district pays half; the city will use funds from the Christmas Light Reserve Fund for the city’s share). The district will also fund an estimated $6,000 for cameras from its Fund 80. Separately, Council adopted new winter parking regulations (Ordinance 2026-02-01) restricting parking overnight on specified streets; the ordinance passed 3–1.
Fees and asset disposition: Council adopted a new sidewalk snow-and-ice removal fee schedule—$75 for a first offense and $150 for subsequent offenses—and authorized sale of listed fixed assets via the Wisconsin Surplus site, including vehicles and equipment; the council separately approved sale of guns held as evidence to a licensed firearms dealer.
