SEH reports DNR notice and $422,000 pond-fill estimate in Thorp wastewater project

Jeff Nusbaum of Short Elliott Hendrickson told the Thorp City Council on Dec. 8 that the Sewage Treatment Plant project has several outstanding issues, including a Notice of Non‑Compliance from the Wisconsin Department of Natural Resources tied to effluent limit exceedances earlier this year.
Nusbaum said the contract includes a retainable amount of $19,766.40 set aside to cover 200% of the contractor’s cost for seeding the south site; that retainable will be paid once spring verification confirms restoration. He reported that an air release valve at the influent lift station failed and that the contractor is addressing the affected equipment under warranty. SEH and city staff have requested changes to a vent pipe configuration, and SEH is preparing a change order proposal to address that work.
The DNR notice, Nusbaum said, stems in part from sludge‑removal operations at the south site and from possible loads related to hauled waste; SEH is working with city staff to prepare a response for the agency and to develop steps to mitigate future exceedances. Mayor Richard Wnek asked about the cost to fill ponds at the prior wastewater treatment location; Nusbaum estimated the work would cost about $422,000.
The council did not take a formal vote on the DNR response or pond work at this meeting; SEH staff said they will continue planning and provide further cost details and options in the coming months. The retainable amount and the warranty work described will be revisited after spring restoration verification.
