Planning staff presented a second text amendment (plan case 25-26-T-26) to add a new "commercial workshop" parking category and definitions to Urbana’s zoning ordinance, aiming to offer lower parking minimums for light workshop uses and clarify the existing "contractor shop and showroom" entry.
Staff said the proposal would add "commercial workshop" to Table 8‑7 with a requirement of one parking space per 1,000 square feet, matching the ratio used for other industrial uses, and would split "contractor shop and showroom" into two separate categories to better reflect original intent and prevent a catchall classification from inflating required parking. "A commercial workshop would be defined as a facility providing workspace for manufacturing, repair, production of material goods, often including storage for supplies," staff explained.
Why this matters: staff said the change is intended to remove barriers to incremental infill and lower-intensity commercial workspaces that currently get assigned more intensive parking requirements because of unclear categories in the use and parking tables.
Commission discussion focused on predictability for applicants. Commissioners asked how applicants will know whether their proposed use fits the new category if the category does not appear in the larger use table; staff said the zoning administrator would make the initial determination and that the department can add clarifying language to the use table or provide guidance if commissioners want more predictability for small businesses.
The commission moved to forward plan case 25-26-T-26 to City Council with a recommendation of approval. The motion was seconded and approved by roll call. Staff said the case will follow the same introduction schedule (July 6 Committee of the Whole) and anticipated final action on July 13.
The discussion closed with commissioners asking staff to consider how to communicate the change clearly to applicants so infill developers and small business owners understand available relief.
