Havre de Grace planning commission grants one-year extension for Sheetz site plan

On June 18, 2026, the Havre de Grace Planning Commission voted to extend the site-plan approval for Sheetz (permit 2025432) for one year, allowing the applicant additional time to complete required state reviews and permit applications.

Christina Bauer of Bowler Engineering, who represented the applicant, told the commission she was “respectfully requesting a 1 year extension to our site plan approval.” She said most permitting work is underway and that the latest resubmission to the State Highway Administration was made in May, with comments returned the prior week. Bauer said the comments were primarily technical and would not materially change the project’s frontage improvements.

Bauer also flagged a clerical error in the commission packet—the recorded planning-commission approval date should read 07/17/2025—and described a minor layout change: one parking space was removed because a guy wire supporting a utility pole on Route 40 prevented relocation of the pole. “There are now 8 spaces here,” Bauer said, adding the design still meets parking and bulk regulations.

A city staff member, Mr. Goins, provided a separate update on a previously noted water-supply concern for Zone 1. He said a consultant study and a revised letter from the director of public works show Zone 1 “has no more issue with water supplies,” resolving the fire-flow question that had been flagged when the site plan was approved last year.

After brief questions from commissioners about the State Highway Administration review process and how many resubmissions are typical, Chair moved to grant a one-year extension; the motion was seconded and the commission approved it by roll call. Commissioners Craig, Girono, Chan, Miller and the chair voted yes; there were no recorded no votes or abstentions on the extension.

The commission recorded that there were no citizens present for public comment, noted that there would be no workshop that evening, and received a short update that printed copies of the city’s comprehensive plan will be distributed to commissioners in the coming months. The meeting then adjourned.

What happens next: the extension gives the applicant additional time to obtain any remaining SHA approvals and municipal permits; staff and the applicant said they expect to continue resubmissions and move toward conditional approval and permitting.
