Arcadia approves $4.6M culvert contract, engineering inspection and water/sewer change order

The Arcadia City Council on April 21 approved a package of infrastructure measures for stormwater and utility work, unanimously awarding the largest single contract on the agenda and authorizing related engineering and change orders.
Council awarded IFB 2025-06 to EZ Contracting, LLC for the Tributary F Box Culverts Replacement in the amount of $4,625,196.99. City staff stated the contract is funded by the Florida Department of Commerce and tied to Community Development Block Grant-related work. Councilmember Keith Keene moved the award and Councilmember Robert W. Heine Jr. seconded; the motion passed 5–0.
The council also authorized Specific Authorization No. 61 to George F. Young for construction engineering and inspection services for the culverts project, not to exceed $150,000. Deputy Mayor Luis Velasco made the motion and Councilmember Dee Washington seconded; the vote was unanimous.
Council approved Change Order 3 to Andrew Sitework for roadway restoration associated with collection-system and water-distribution improvements in the amount of $688,875. City staff indicated this work is fully funded through the Florida Department of Environmental Protection (FDEP), with a financing structure that provides 90% forgiveness during construction and treats 10% as a loan upon completion. Deputy Mayor Velasco moved the change order; Councilmember Heine seconded and the motion passed 5–0.
The council also approved Amendment 1 to SAHFI loan agreement WW140160, a wording update requested by FDEP for federally funded grants tied to the wastewater treatment plant; the amendment passed unanimously.
Other agenda items tied to city assets were approved without dissent, including a third amendment to the Wingman Aviation commercial lease to provide two additional parking spaces after apron expansion, and selection of Terracon Consultants, Inc. to update the historic district analysis (Task 1: $8,750; Task 2: $3,000). The council approved an election services agreement with the DeSoto County Supervisor of Elections, authorizing an annual fee increase from $4,000 to $5,000.
The approvals move several capital projects into procurement and the construction phase; staff will return with implementation details and schedules as contractors mobilize.
