Staff noted that because the district has fewer than 3,000 students, some statutory leeway exists for certain small-district procurement choices, but purchases from related parties generally require a separate agenda item, bidding or other procurement procedures. The presenter used examples—such as a board member related to a potential vendor—and explained that the related board member must recuse from evaluation and selection.
Board members asked whether the disclosure requirement applied only to vendors or to staffing votes; staff clarified that the rules discussed primarily concerned vendors and procurement, and that staffing votes are handled separately with customary abstentions when appropriate.
Staff asked board members to complete the conflict-of-interest form and noted auditors will expect documentation both of the training and the completed disclosure forms.
