Board preapproves FY2627 BARS to speed budget adjustments

Stacy Geller of the finance office asked the board to preapprove Budget Adjustment Requests (BARS) for fiscal year 2627 (effective 07/01/2026–06/30/2027) to permit the finance department to move funds and record authorizations promptly when awards and allocations arrive.
Geller explained that without preapproval, each bar adjustment would require a board meeting and the resulting delays could prevent timely budget changes once the state and federal awards are finalized. ‘‘The finance department is requesting the board members to preapprove budget adjustment requests, BARS, for fiscal year 2627,’’ she said.
A board member questioned the practice and asked when the district first began preapproving BARS. Staff said the board has approved the same document annually in prior years and that preapproval allows the district to submit entries to the state OBMS system on time. After discussion a motion to accept the preapproval letter passed on roll call.
Board members did not change the request; staff said they will provide the historical start date when asked and continue to deliver monthly BAR reports to the board.
