The Torrington City Council approved multiple amendments to its policy handbook on June 16, including changes to Compensatory Time/Overtime, Military Leave, Jury Duty Leave, Personal Postage and Telephone Calls, and Compensation & Performance Evaluation policies. The council also adopted newly created policies addressing Electronic and Digital Signatures; Concealed Carry of Firearms in the Lincoln Complex (adjusted for state statute changes effective July 1, 2025); Cellular Phone Use; and Safety Evaluation and Coordination for staff and facilities.
Clerk/Treasurer Jessica Strecker summarized the revisions: comp time limits were raised from 40 to 80 hours with payout limited to separating employees; burdensome military‑leave language was removed to improve administration; jury duty language was clarified; personal postage/telephone language was removed and replaced by a new Cellular Phone Use Policy; and salary placement rules were adjusted to provide hiring flexibility for competitive positions and raise returning seasonal pay.
Council members moved approval in two linked votes: the handbook amendments (motion by Councilman Viktorin, second by Councilman Warren) and the new policy creations (motion by Councilman Deahl, second by Councilman Kelly). Both motions carried unanimously.
The new Concealed Carry policy is expressly tied to recent changes in state statute as summarized in the packet; Strecker indicated the policy language implements those statutory amendments for Lincoln Complex operations. The council did not alter the statutory change itself but placed operational guidelines in the handbook.
