The Torrington City Council opened and closed a public hearing on June 16 for proposed improvements to the Grassroots Trail from Jirdon Park to Torrington High School and for a Transportation Alternatives Program (TAP) grant application for design work.
Mayor Herb Doby said the City and the Torrington Rotary Club are submitting the TAP request for trail widening, ADA curb/ramp and crossing upgrades and roughly 3,500 feet of pathway improvements. Buildings & Grounds Superintendent Estes confirmed staff will submit a grant application for $110,000 for the project design and said staff is evaluating whether low‑level lighting can be incorporated in the grant to address dark stretches while minimizing neighborhood intrusion.
David Marquiss spoke in support and asked specifically whether the City planned lighting upgrades; Estes said staff is pursuing lighting options as part of the design effort. No public opposition was recorded and the hearing closed.
