Box Butte County contract for comprehensive plan awarded to Sun Daisy; commission discusses outreach

Box Butte County commissioners awarded the contract for a countywide Comprehensive Plan to Sun Daisy, the Zoning and Planning Commission was told at its July 22 meeting.
Mike Johnson, Box Butte Zoning Administrator, presented a progress update on the project and outlined a proposed community engagement strategy. Commissioners discussed possible outreach tactics to inform residents and solicit input, including a timed press release, posts through Box Butte Buzz, the Chamber of Commerce website, a staffed booth at the Box Butte County Fair (Aug. 6–11), use of Facebook garage-sale groups and notices on the Panhandle Post online. Commissioners and staff noted the fair’s dates could make that outreach option logistically tight and questioned who would staff a booth during fair week.
The commission’s routine business at the meeting included two unanimous procedural votes: a 5-0 approval of the meeting agenda and a 5-0 approval of the minutes from May 13, 2024. Zoning Administrator Johnson also provided administrative updates on several existing items: status notes on Rainbow Acres, an update on the Walther Farms building site, a Schiff feedlot update, the presence of four communications towers under review, a Weare building observed operating without a permit or required conditional use permit, and ongoing solar farm activity in the county. Those items were presented as staff reports and no formal commission actions on them were recorded.
Commission members present were Chairperson Marilyn Lore, Vice Chairperson Trent Benzel, Secretary Barbara Raben, Jerry Underwood and Rich Smith; Josh Foster was absent. Benzel moved to adjourn the meeting; Rich Smith seconded, and Chairperson Lore adjourned the meeting at 8:20 p.m.
Next steps: the Board of Commissioners has approved Sun Daisy for the Comprehensive Plan contract; county staff indicated they will advance the community engagement work described to solicit public input on the plan’s development.
