C A Beard Memorial School Corp board narrowly approves joint services agreement for micro school at Carthage Elementary

C A Beard Memorial School Corp's board voted 4-3 to approve a draft joint services agreement to house a proposed micro school at Carthage Elementary School, after members debated the benefits and risks of the partnership.

Superintendent (speaker 2) presented the draft agreement and thanked board members for their questions and time, saying the district had had "several opportunities to hear" about the proposal and the packet included the draft joint services agreement. Several board members said they saw potential benefits for some students but wanted explicit termination language in the agreement to protect students if the effort did not work out.

One board member (speaker 6) said, "I think it's an opportunity that we need to pursue, see where it goes, and then keep a close eye on the results, the benefits to the students." The speaker emphasized that student benefit should be the priority and that the corporation's interests were secondary.

The chair used a roll-call approach for the vote. After members recorded their votes the chair reported the tally and said, "It is 4 3. Motion passes." Several members later framed the split vote as an exercise of conscience: "this board is always voting its conscience as members," the chair said, adding that the decision does not reflect a lack of care but differing judgments about risk and reward.

Board members asked administration to return clear language detailing how the district could terminate the agreement and how students actively participating would be supported if the partnership ended. The board did not adopt any additional conditions on the motion at the time of the vote.

Next steps: the agreement was approved and the board said it will monitor implementation and return to the issue if problems arise.
