Temple Highway Garage Study Group approves Town Meeting mailer, debates use of rescinded-warrant funds

The Town of Temple Highway Garage Study Group voted unanimously on Feb. 24, 2025, to mail an amended informational packet ahead of the 2025 Town Meeting after extended discussion about what to include.

The decision came during a meeting at the Town Hall Annex Room in which members deliberated over the mailer’s content and how best to present warrant-article information to voters. Committee members also debated options for handling monies from rescinded warrants, questioned the current and past role of the Capital Improvements Program committee in managing those funds, and raised concerns about possible effects on the town’s tax rate and other building needs relative to a potential highway garage. No final allocation for the rescinded-warrant funds was decided.

Bruce Kullgren moved to approve the minutes of the Feb. 17 meeting; Matt Cabana seconded and the motion passed unanimously. Later, following the mailer discussion, the group voted "all in favor" to mail the document as amended. Peter W. Allen served as the minute-taker in Heidi Thibodeeau’s absence. No members of the public spoke during the meeting; a guest, Leona Davis, was noted in attendance.

Members framed the discussion about rescinded-warrant monies around several priorities: identifying the "best use of the money," accounting for the CIP committee’s role now and historically, weighing potential impacts on the tax rate, and balancing town-wide building needs against the highway garage project. Several participants emphasized that committee work should be reflected clearly in any voter materials; however, the group did not adopt a specific recommendation on the funds or on committee assignments for managing them.

The committee postponed discussion of the formal HGSG committee report until its next meeting on March 3 at 6:00 PM in the Town Hall Annex. The meeting adjourned at 7:10 PM.
