Grant award: County manager presented a grant award to Edgecombe County Emergency Services from the North Carolina Department of Health and Human Services’ Rural Health Transformation program totaling $346,650.30 to support a mobile integrated health community paramedicine model. The grant will fund an additional community paramedic position tied to grant availability; the board voted to accept the award, adopt the grant project ordinance and authorize the grant‑funded position.
Interlocal agreement: The board approved an interlocal agreement with Duplin County that allows Edgecombe County to accept Duplin inmates at the Edgecombe County Detention Center at a daily rate of $50 per inmate; the initial term is two years with options to extend and Duplin is responsible for certain medical and transport costs.
Library funding and fees: Commissioners approved a motion to appropriate $42,000 (roughly 50%) toward the Edgecombe Memorial Library’s $83,275 request and directed staff to prepare a budget amendment for the next meeting. The board also approved updates to health department fees and adjusted the water/sewer and solid waste fee schedules (including a $100 increase to 2" water tap fees and adding a $73.60 sewer flat rate for customers without water service).
Contracts: Staff added and the board approved adding to the agenda and approving a $219,000 contract with Smith Gardner for engineering and environmental services at the county landfill; manager also noted smaller contracts for medical director services ($30,000) and pharmacy management (not to exceed $6,051).
What happens next: staff will implement grant onboarding processes, finalize the interlocal contract documentation and return a budget amendment for library funding at the next meeting.
