Board limits Fourth of July block party to Chestnut, removes fireworks from flyer

The Board of Public Works on Tuesday approved a modified street closure for a community block party planned for July 4, after public safety officials warned the original plan would impede access to a Progress Rail building.

Applicant Wade Owens proposed blocking Chestnut and 7th streets to host activities including water slides and a DJ. The mayor and police noted that closing both streets at that intersection could block emergency access to the old Progress Rail facility. "That's gonna block our access to the old Progress Rail Building," a police representative said, urging that at least one lane remain available for emergency response.

The board amended the request to close only Chestnut between West 6th and West 7th and required the applicant to remove any fireworks promotion from the event flyer. The mayor told the applicant, "If we give approval for this blocking of these streets, then we cannot give permission for a fireworks display. That would have to come off the flyer."

Members also asked the applicant to work with staff on detour signage and to check whether an entertainment permit or a fire marshal permit is needed because a DJ and inflatables are planned. The board approved the amended closure and asked the applicant to provide a revised flyer for the city’s file.

The board emphasized that emergency access must be preserved and that residents and event organizers coordinate on parking and setup arrangements.
