The Stilwell Improvement Authority on July 6 approved its consent agenda, including minutes from the April 6 regular meeting and special meetings on May 4, May 19 and June 11, 2026, and authorized payment of $24,750.00 in claims covering April 1–June 30, 2026.
Mayor Jean Ann Wright called the meeting to order at 5:31 p.m. at City Hall, 20 South First Street. Roll call showed six members present: Coye Nettles; Barrett Harris; Debbie Johnson; Jim Spray; Lane Kindle; and Mayor Jean Ann Wright. City Attorney Jeff Jones and City Clerk-Treasurer Larry Nettles were also in attendance.
Lane Kindle, a committee member, moved to approve the consent agenda; Jim Spray, a committee member, seconded the motion. The authority recorded the vote as 6-0 in favor: Coye Nettles, Barrett Harris, Debbie Johnson, Jim Spray, Lane Kindle and Mayor Jean Ann Wright voted yes. The motion carried.
The meeting reiterated public-comment procedures and the limitations imposed by the Oklahoma Open Meeting Act, including a three-minute limit per speaker, a 15-minute cumulative limit, and the requirement that commenters sign in with name and address. The minutes state that no action or discussion may be taken on items raised during public comment unless they are on the agenda.
The meeting was adjourned at 5:33 p.m. The minutes were attested by Mayor Jean Ann Wright and City Clerk-Treasurer Larry Nettles. The agenda had been posted July 2, 2026 at Stilwell City Hall.
