Troy lets Planning Board overspend to update town land use map after zoning hearing

The Selectmen approved allowing the Planning Board to overspend its publications budget to pay for a Southwestern Regional Planning Commission quote for land use map updates. The Planning Board had just hosted a zoning hearing that denied a 33 School Street housing proposal, which will go to the ZBA.
Planning Board Chairman Kyle Smith told the Selectmen on Dec. 4 that the town’s land use map requires updates and that a quote from the Southwestern Regional Planning Commission exceeds the Planning Board’s Publications, Books and Periodicals budget line. The Selectmen voted 3-0-0 to permit the Planning Board to overspend that line to cover the update.
Chairman Curtis Hopkins reported the Planning Board held a public hearing on Dec. 3 on proposed zoning amendments; the board denied a housing proposal at 33 School Street, which will be appealed or considered by the Zoning Board of Adjustment. Hopkins also said there has been internal discussion about proposing an increase to the minimum lot size in the rural district for 2026.
The action authorizes the Planning Board to proceed with the contracted map work and to charge the cost to the identified publications line, subject to internal fiscal controls. No dollar amount for the Southwestern RPC quote was read into the public record at the meeting.
