Article 5 authorized a 2018 operating budget for general municipal operations of $3,131,033; the transcript notes the Board of Selectmen and the Budget Committee recommended the article and it passed (majority vote required). In subsequent warrant business, voters approved a series of capital reserve and expendable trust additions: Article 6 ($20,000 to Property Revaluation CRF), Article 7 ($4,000 to Employees Expendable Health Trust), Article 8 ($10,000 contingency fund from the General Fund), Article 9 ($25,000 to Police Department Vehicle CRF), Article 11 ($50,000 to Fire and Rescue Vehicle CRF), Article 12 ($5,000 to Fire Equipment CRF), Article 13 ($140,000 to Highway Road Construction CRF), Article 14 ($90,000 to Highway Equipment CRF), Article 15 ($20,000 to Bridge Repair/Replacement CRF), Article 16 ($160,000 to DPW Facilities Improvement CRF, with $50,000 from unassigned fund balance and $110,000 from taxation), Article 17 ($15,000 to Preservation of Town Records CRF), and Article 18 ($4,000 to the Library Building CRF). The moderator combined related articles for floor efficiency (Articles 11–12 and Articles 13–16) while allowing separate discussion; each passed and the transcript records Budget Committee recommendations (mostly 7–0) on many items.
Article 10, originally to discontinue two small capital reserve/expendable trust funds (approximately $8,700 and $102), was amended on the floor to return those funds to voters via setting the 2018 tax rate; the amendment passed and Article 10 as amended passed.
