Moderator read Article 3, which proposed a $3,342,654 operating budget for general municipal operations. Charlie Albano moved to increase the budget; that motion did not pass. John Leavitt then moved to decrease the budget to $3,308,469, and the voice vote in favor of the decrease carried.
