The Stratford Select Board reviewed a staff report on Sept. 9 that noted a draft PILOT (payment-in-lieu-of-taxes) agreement for a proposed Kearsage Energy solar array on leased town land and that state or municipal procedures require a public meeting as part of the PILOT process.
Staff member Suzanne Goulet told the board she had received a draft PILOT and that the town will need to hold a public meeting as part of considering the agreement. The meeting record also lists correspondence described as 'Ltr from DRA/Solar Farm' on the agenda.
Why it matters: A PILOT agreement on leased town land could affect town tax revenue and land use; a public meeting would provide an opportunity for resident input and for the board to ask questions about project scope and fiscal impacts.
The board did not vote on any PILOT or land-lease action at the Sept. 9 meeting; Goulet indicated follow-up steps would be scheduled and that the correspondence from the DRA/Solar Farm would be handled as part of ongoing review.
