Stratford files initial FEMA application for July storm damage; selectmen set roads workshop

Stratford officials said the town is eligible for Federal Emergency Management Agency relief for damage from the July 10 storm and have completed an initial application that lists damage and proposed work on Old Mill, McMann, Bordeau, Farnsworth and Bog roads.
Staff member Suzanne Goulet told the Select Board on Sept. 9 that the application has been prepared and identifies the specific work required on the five roads. Goulet said the town will pursue FEMA funds to help cover repair costs; the application itself was described as an initial filing, with further documentation to follow.
Why it matters: The board’s acknowledgement of FEMA eligibility launches a process that may unlock federal reimbursement for emergency repairs. Select Board members identified Old Mill Road in particular as a priority due to recent flooding.
Select Board member Harry Juergens requested a review of a conceptual map showing Old Mill Road after the flooding, and the three selectmen agreed to meet on Sept. 16 for a more in-depth review. Goulet said she and board members will consider a physical site inspection to clarify damage and needed repairs.
The report to the board also included related public-rights-of-way issues: Goulet flagged confusion about the Perham Road ATV trail map, which she said may require corrections; Select Board members Clayton Macdonald and Harry Juergens agreed to review the trail layout and recommend next steps. Goulet also said she will arrange an HEB sidewalk study to assess sidewalk maintenance needs.
The Select Board did not vote on funding allocations at the Sept. 9 meeting; board members discussed next steps and scheduled additional review. The board’s next workshop on roads is set for Sept. 16, 2024.
