Staff said the city entered a 10-year contract in April 2024 with Daines Waste Disposal (the contract authorizes annual pricing adjustments set each April 1). Using anticipated expenses and an estimated 4,400 residential accounts, staff calculated an annual per-account cost of $195.52, which produces the $16.29 monthly base rate; staff reported that the base rate represents a 4.11% increase over the prior 12-month cycle.
"The contract with Daines allows for a fuel adjustment," staff said, and recommended reading and passage of the resolution to set the base and cap rates.
Council moved, seconded and recorded affirmative votes to adopt the resolution as presented.
Next steps: staff will implement the new rate beginning with the April 2026 billing cycle and apply fuel adjustments as stipulated in the service contract.
