City staff presented the request, saying the application had been reviewed under the city code’s applicable criteria and that staff mailed notification letters to 23 adjacent properties; staff recorded one phone inquiry seeking clarification of the location. "We have sent out letters to 23 surrounding properties and within 300 feet of the additional use permit location. Staff received only 1 call in response," city staff member Drew Wilford said during the presentation.
Wilford and the applicant answered detailed questions from council about visibility, fencing and site grade. Staff said an 8-foot chain-link fence with privacy slats is proposed to screen the containers and that the lot’s downhill grade would likely limit visibility from Liberty Street. Council members asked whether a taller fence waiver had been considered; staff said the rear-yard fence allowance is 8 feet and that a waiver could be considered if needed.
An applicant representative described plans to use freshly painted containers and to avoid the weathered appearance sometimes seen on older units: "They will be nicely freshly painted and everything," the presenter said. Staff also noted the property is leased to the project company and that the project is for security and transmission-work staging.
After a brief request from one council member to defer and personally inspect the site, the council closed the public hearing and voted to approve the additional-use permit. The motion to approve the permit was made by a council member and carried on roll-call vote.
The council’s action authorizes the applicant to proceed under the conditions discussed at the hearing; staff will follow up on any permit conditions and verify screening and fencing when the applicant moves forward.
