The Mexico, Missouri City Council on Nov. 10 authorized phase 1 asbestos and hazardous-material abatement at the former Audrain Medical Center to ARSI Incorporated of Jefferson City, Missouri, after staff said the project was rebid and ARSI submitted the lowest responsive bid of $758,878.
Staff explained that an initial July 2025 bid process produced inconsistencies, prompting a rebid that closed in October. “We tightened up the bid package, the specifications, we clarified a few items, and we then opened bids a 2nd time,” Drew Wilford said, and he added that ARSI had spent multiple site visits reviewing the work and was the low responsive bidder.
The city will pursue the work in phases. Staff described Phase 1 as site‑wide asbestos removal and hazardous-material universal‑waste abatement covering the main AMC complex, the Stripling House and the Cornerstone building. Staff said the county has approved contributing $750,000 toward the cost and recommended the city proceed under an agreement with the Audrain County Commission; the county approved that contribution at its Nov. 5 meeting, staff said.
Because the project was originally budgeted across two fiscal years and will now occur primarily in the current fiscal year, staff told council they will return with a budget amendment to capture the full cost in this year’s budget. “We do anticipate having to do a budget amendment to accommodate this,” staff said during the presentation.
Council voted to award Phase 1 to ARSI Incorporated and to proceed with the county agreement and associated administrative steps. Staff said they conducted reference checks and found no red flags with ARSI.
Next steps: staff will finalize contract documents, execute the agreement with the county to secure the $750,000 contribution, and return to council with a budget amendment and updates on scheduling and contractor mobilization.
What is not yet specified: the precise start date for abatement work, phasing schedule beyond Phase 1 and detailed daily work plans; staff indicated they will provide further timelines as the contract is finalized.
