Oxnard official recommends mayor sign 2nd amendment to River Park joint-use agreement

Miller said the two schools affected — Rio Vista Middle School and Del Mar Elementary School — have been jointly maintained under a City of Oxnard agreement through Community Facilities District No. 5 (CFD 5) and the Rio School District since 2005, with a prior amendment in 2011 to adjust public-access times and clarify maintenance responsibilities.
The district initiated a July 2025 discussion with the city about shifting a fence line between the two schools to allow for a larger playground area. Miller said the proposed 2nd amendment incorporates a new Exhibit A that redefines the revised area of responsibility, permits the fencing adjustments and "align[s] the existing obligations of both parties with the actual joint use that has developed over time." He also said the Rio School District Board approved the 2nd amendment on May 18, 2026.
On the financial side, Miller said the CFT 5–maintained landscape would be reduced by roughly 60,000 square feet, producing an estimated savings to CFD 5 of approximately $50,000 for fiscal year 2026-27. He said maintenance of those areas thereafter would be the responsibility of the Rio School District.
