Assistant Grants Director Sandra Regalado updated the Pharr Community Development Council on the status of the city’s CDBG action plan and COVID‑era funds, telling members that HUD offered an extension and that staff intend to apply for two additional years of eligibility.
Regalado said the city has approximately $76,000 in COVID CDBG funds remaining and has already spent about $60,020.19 that had been at risk of expiring. "We're gonna shoot for an extension of 2 additional years to provide a little more assistance within the community," she said.
Regalado told the council staff will distribute a flyer to approximately 5,000 delinquent utility accounts to notify residents about available assistance and encourage applications. She said utility staff reported roughly 5,000 delinquent accounts that could potentially be served if residents apply and meet program criteria.
Council members and staff described the offer of an extension from HUD as recognition of the city’s work in administering funds. Staff said they will finalize the action plan submittal and pursue the HUD extension to preserve the remaining COVID CDBG balance for local assistance.
Next steps: staff will prepare the extension application to HUD, complete the action plan submittal and execute outreach to delinquent account holders; council did not take a separate formal vote on the extension during the meeting.
