Kermit council tables two RV-park permit appeals; cease-and-desist letters remain effective

The Kermit City Council on June 18 considered two separate appeals of RV-park permit denials and ultimately voted to table both appeals until the July council meeting while directing staff to attend and provide records.
City staff outlined the inspection history in the record: initial notices and inspections in December 2025, a follow-up inspection on Feb. 3, 2026, and an April 7, 2026 reinspection that found violations remained uncorrected. Staff said permits expire annually on Dec. 31 and that late or incomplete renewals and unresolved violations can cause permit loss under the ordinance. A cease-and-desist letter was issued after the April inspection, and staff said that letter remains effective unless the council directs otherwise.
Property representatives told the council they had corrected some issues (switching to PVC sewer hookups, for example) and said the parks had been in operation since about 2018. Council members asked whether fines or variances might be alternatives to shutting operations down, discussed the scope of inspections and the timeline between the December notices and subsequent reinspection, and requested code to provide full documentation before the July follow-up.
After debate, a motion to table each appeal until the July meeting passed with a second; council members clarified the tabling motions did not lift the cease-and-desist orders.
City staff flagged specific procedural points for the council: whether an applicant submitted the required December written intent to renew, whether inspections were completed before permit payment deadlines, and that some facilities have operated for years before codes and ordinances changed. Council members suggested the possibility of code amendments for future similar cases, but no ordinance change was adopted at the June 18 meeting; the appeals themselves will return to the July agenda with code staff present.
