City staff and Captain Richard Avalos introduced a two-phase service-request initiative on June 18 called "All Eyes on Kermit" and "Little Things Matter" that aims to identify and address small maintenance issues before they grow into larger problems.
"All Eyes on Kermit empowers every city employee to help identify small issues throughout the community before they become large problems," Captain Avalos said during the staff presentation. He described Phase 1 as an employee-driven reporting effort and Phase 2 as a resident and business reporting channel using QR codes, phone, text and an online reporting form.
The presentation described typical reports (potholes, missing signs, litter, faded stripes and lighting outages) and said the city had set a target response window of five to 10 business days for routine issues. Staff noted the city will initially use an internal email/report flow and then implement a public-facing app and a dashboard (an app called Inviso was mentioned) so departments and council members can track progress.
Council members asked about timeline and rollout; staff estimated a phased rollout with initial employee participation and a public launch by the end of the year. Staff also proposed modest employee incentives for reporting — for example, small gift cards — to encourage participation.
Supporters said the program will increase responsiveness, cross-department collaboration and visible improvements such as repairs and park upkeep. Council members praised the collaboration evident in the presentation and thanked staff for the initiative.
