Commissioners advance road, sewer and stadium contracts; rebid Winton Road project

Hamilton County commissioners voted on June 18 to advance a slate of infrastructure and capital items, approving engineer recommendations and multiple agreements covering roads, sewers and stadium work.
County Engineer staff presented the municipal road fund hearing and said the office received 14 applications this year totaling $3,742,560 and recommended funding all 14 projects. The board adopted items 1–5, which included rejecting and rebidding bids for Winton Road bridge improvements after initial bids exceeded the allowable amount; the engineer revised the project estimate to $2,300,000 to reflect a re-evaluation with ODOT and federal funding sources.
The board awarded the 2026 line-striping program to Aeromark Company (low bid ~$373,000) and a sidewalk program to Dad's Bobcat Service (low bid ~$87,483). Commissioners also adopted a motion to approve items 6–11 after a presentation by Lauren deGrisio of MSD, which requested funding increases and construction authorizations for several sewer projects: design funding for a Muddy Creek UV disinfection replacement (additional $180,613), design for Rambling Ridge Drive/Twin Willow Lane local sewer ($162,200), additional design for the Rapid Run/Foley Road pump-station receiver manhole ($596,000), and construction authorization for Central to McMicken at Stark Street sewer replacement ($2,920,143).
On capital projects and consent items, the board reviewed a $20.2 million Messer Construction contract for construction‑management services tied to a larger Paycor Stadium renovation program and discussed vertical-transportation contracts and escalator purchases that staff said total approximately $28,140,000 for the specified vertical-transportation scope. Commissioners also approved a variety of JFS contracts, appropriations and appointments contained in the consent agenda.
Votes on the engineer and MSD items were recorded in public roll calls and passed with the commissioners in attendance voting to adopt the staff recommendations. The board discussed follow-up requests such as an itemized city report on bridge work done with county-supplied funds and scheduled bid openings (the East Miami River Road bridge opening was set for July 16 in staff remarks).
What’s next: The engineer will rebid the Winton Road project under the new estimate and the county will proceed with awarded contracts and design appropriations; staff said reports and project lists (including city bridge reports) will be provided at commissioners’ requests for oversight and reporting.
