House Bill 12 96 (printer 1492), introduced by Representative Marla Brown, would add voluntary contribution checkboxes on driver’s licenses, ID cards and vehicle registration renewals to let Pennsylvanians support fire companies and emergency medical services.
Staff (Lane) explained the bill provides separate $5 options on one‑year renewals and $10 options on 2‑year vehicle registration renewals for fire and/or EMS organizations; contributions reported to the state treasurer would be transferred from the motor license fund and appropriated to the Pennsylvania Emergency Management Agency on a continuing basis. Lane also noted PennDOT identified technical issues and an amendment would be filed to the floor to address them.
Representative Marla Brown, the prime sponsor, told the committee the measure is a voluntary way to support underfunded fire and EMS agencies that face financial and staffing challenges, emphasizing it does not create a mandate or increase fees. With no questions on the bill and no negative votes, House Bill 12 96 was reported as committed.
