RDA reviews 2026 draft budgets; bond, lease and TID transfers highlighted

Village Administrator Margaret Wilber said the RDA’s 2026 budget will look different from previous years because of bond activity related to the police facility project. Wilber stated that land purchased for the new police station is owned by the RDA and leased back to the Village; she said annual lease payments will match the debt service on the bond, producing no net budget impact for the RDA.
Wilber also presented the draft TID #6 budget, which covers the downtown redevelopment district and additional parcels. She said the largest change to the TID #6 draft is the expected addition of surplus increment from TID #4 if the Joint Review Board approves an amendment to allow transfers; those funds, she said, would be used to support debt service for incentives awarded to the 119 Kettle Moraine Drive South redevelopment project.
No formal action was taken at the meeting on the draft budgets. Wilber said the budgets will be presented to the Village Board on Oct. 20, 2025 for consideration.
The minutes do not include detailed dollar amounts for bond principal, debt-service schedules, or the projected surplus increment; Wilber presented the budgets as drafts and asked that the RDA await the Village Board presentation for formal adoption.
