Grandview aldermen approve contracts, $5M federal grant and budget amendment for Blue Ridge and city projects

The board approved Bill 7892, authorizing a contract with LG Barkis & Sons, Inc. for the CPKC Blue Ridge Boulevard bridge replacement and roadway widening project; the ordinance was assigned No. 7629 after final passage. Councilors then approved Bill 7893, authorizing an agreement with GFT Infrastructure Inc. for construction services on the Blue Ridge Boulevard project; that ordinance became No. 7630.
Council members also approved a transportation block grant supplemental agreement with the Missouri Highway and Transportation Commission to use federal funds for Blue Ridge Boulevard Phase 3 (I‑49 to Grandview Road). A city staff member reported the STB grant is "a little bit over $5,000,000" toward construction for the phase‑3 project. The board moved that measure forward and the ordinance passed as No. 7631.
The council unanimously advanced Bill 7895 (a contract with J.M. Fahey for the 2026 Street Asphalt Overlay project) and Bill 7896 (a contract with Royal Construction to remodel the main first‑floor restrooms at the View Community Center). Jared, a city staff member, explained the restroom work will remodel both the men's and women's first‑floor restrooms near the event space and that patrons will be directed to locker‑room restrooms while work is underway.
On the budget front, financial analyst Xavian Sanders presented Bill 7897, an annual supplemental appropriation to amend the FY2025 budget to authorize unexpected purchases and to offset overspending as required by state law. Sanders said the Belvedere Park parking‑lot completion was the largest driver of overspending and that vehicle repairs accounted for "just under $20,000." The budget amendment passed as ordinance No. 7634.
