The Planning, Development & Extension Education Committee for Kenosha County voted to approve an amendment to an existing conditional-use permit that will allow a roughly 4,000-plus square-foot addition for expanded office space and conference rooms at a manufacturing parcel in the town of Paris.
Luke Atchalk, planning and development staff, read the petition into the record as filed in the agenda packet: "Kenosha Beach International LTD, care of Dennis Victory" requesting the amendment for tax parcel number 45-4-221-233-0401 in the southwest quarter of Section 23, Township 2 North, Range 21 East. Atchalk said the expansion requires a conditional-use permit under the county zoning ordinance and noted the facility has had multiple prior additions over the years.
The applicant, Dennis McNary, identified himself as president and CEO of Kenosha Beef and Birchwood Foods and told the committee the company has outgrown its existing corporate office built in 2004. "We have now successfully outgrown it," McNary said, adding the proposed rear addition is small relative to the rest of the facility and will meet the company’s needs "for a number of years." The committee asked about stormwater impacts; project representatives referenced prior stormwater upgrades (around 2020) and said the new footprint will consume a small grass area and should have little effect on the current stormwater system.
The town of Paris reviewed the petition on June 23 and, according to staff, recommended approval unanimously and provided a list of about 10 recommendations, several of which overlap with county conditions. After brief discussion, a motion to approve the amendment was made and seconded and the committee voted to pass the motion. The mover and seconder were not identified in the recorded segments.
Staff and the applicant discussed next steps following approval. The applicant said they intend to seek a "permission to start" so utility work (including WE Energies electrical work) can begin earlier; Atchalk confirmed that building permits are issued by the county office for projects in Paris and identified Justin Warder as the building inspector. The committee recorded no public speakers for or against the petition during the public-comment call.
Clarifying details available in the record: staff described the proposed addition as approximately 4,000+ square feet; the petition lists parcel 45-4-221-233-0401; the town of Paris recommended approval at its June 23 meeting. The record includes two company references in the meeting text (the petition listed in the agenda packet as "Kenosha Beach International LTD, care of Dennis Victory," and the in-person representative identified as Dennis McNary of Kenosha Beef and Birchwood Foods); the transcript does not reconcile those names or roles.
Next steps: the applicant will pursue required building permits and any early-start permissions for utility work; county staff will track permit applications and implementation of the town and county recommended conditions.
