Grandview aldermen approve LED video wall lease, historic-preservation plan and trail enhancement contract

Staff described the lease as covering equipment and services over multiple events and years so the city avoids maintenance and storage costs; the board placed the bill through readings and the chair announced its enactment as ordinance 7,625.
Ordinance 7,626 (bill 7,889) authorizes a contract with Planning to Preserve LLC to prepare a historic-preservation strategic plan for Grandview. The planning commission had recommended the contract; aldermen placed the bill on second reading and then enacted it as ordinance 7,626 after voice votes.
Ordinance 7,627 (bill 7,890) approves a contract with Terry Snelling Construction Incorporated for the Harry S. Truman Presidential Trail Enhancement Project. Supporters, including an alderman who identified himself as a former parks commissioner, framed the trail work as an economic-development and quality-of-life investment and noted the project leverages grant funding that has been in the pipeline for several years. The bill passed final passage; the meeting recorded one dissenting vote on the trail contract (Alderman Maloney cast a recorded Nay while other members voted Aye).
The board also approved consent items c through g by voice and roll-call votes and granted a liquor license to Vino and Vowels LLC at 14204 St. Andrews Drive.
Staff told the board the planning commission had unanimously recommended the zoning text amendment fee consolidation and that an ordinance to remove numeric fees from the zoning code and refer users to a fee schedule will be presented in two weeks; no final action on that text amendment occurred tonight. The chair instructed staff to circulate supporting documents and to return the zoning changes for formal consideration in two weeks.
