The Kuna City Council approved one personnel step‑and‑grade resolution (R70‑2026 number 2) but agreed to table several related items to give councilmembers and staff time to review the implications for long‑tenured employees.
Human Resources Director Nancy Stauffer described the step‑and‑grade structure (13 grades with step increases and an alternative bonus structure) and explained that when duties permanently change the position is reevaluated by the director and HR. Stauffer said the resolution changes how longevity and merit raises compound for some grades and establishes a performance/bonus alternative to prevent indefinite compounding of pay for unchanged duties.
Councilmembers pressed HR and Public Works to clarify whether employees would be “capped out” with the new structure and whether those staff would retain meaningful compensation and career paths. Adam Munger (Public Works) said several positions are already above the proposed caps and would receive bonuses in lieu of further step increases; he said some classifications could pursue additional certifications to increase pay but that many public‑utilities roles are inherently government functions.
Councilmember Rocco requested time to meet with Public Works to examine how many employees are near or at caps and whether market‑competitive wage adjustments are required. The council voted to table multiple step‑and‑grade resolutions (including R69, selected parts of R70, R72–R75) to July 7 so staff can present follow‑up data; R70‑2026 number 2 was approved as presented.
