At the March 23 meeting the Mexico City Council selected Option 1—repurposing the former cancer center—as the preferred approach to provide combined City Hall and public‑safety facilities.
Staff described three options evaluated with Navigate Building Solutions and financial scenarios developed for each: (1) reuse of the cancer center, (2) a new two‑story building on city‑owned property (Old Pearl plot) requiring a larger bond and causing projected annual deficits, and (3) a one‑story public‑safety building combined with partial city‑hall renovation. The report presented in December 2025 estimated construction costs in the mid‑to‑high single tens of millions depending on option; staff said financing Option 1 with available cash and an $8 million bond paid through use‑tax revenue produced an estimated remaining annual balance that made the option affordable.
Council members discussed alternatives and affordability; one council member said other options were preferable in principle but unaffordable in practice. A motion to adopt Option 1 for City Hall/Public Safety carried on roll call.
Staff will proceed with next steps to refine costs and financing terms and return with more detailed project and bond documentation for council consideration.
