Munhall's borough manager told council on June 17 that the Department of Community Development requires the Main Street redevelopment be split into two phases because available funding currently covers only part of the work.
"DCD just issued a ruling on Monday, separating the Main Street project into 2 phases," the manager (speaker 2) said, adding that engineers and awardees are "fine with just doing it" but warned that material cost calculations will be required because the original bids were for a full-project scope.
The manager said paving work in the Mona area is slated to begin in roughly two weeks and described plans to narrow the existing traffic circle, add a wider lane for bus access and create about seven additional parking spaces for borough staff.
Staff also reported work on the annual MS4 stormwater report with consultant KLH, upcoming sprinkler-head installation on July 2, and requests for proposals for concession-stand contracting. The manager flagged a PA small-water grant with an outstanding balance of roughly $200,000 that must be addressed before the state will allow grant closeout.
Ending: Engineers will itemize tasks for a phase-1 scope and report back with revised cost estimates; council directed staff to monitor material-price changes and provide updates when a phased procurement package is ready to vote.
