At the June 17 Munhall Borough Council meeting, resident Stacy Rain told councilors she has endured four weeks without trash service in her alley and that her May 20 311 complaint received no response.
"My name is Stacy Rain and I, own a home at 614 at 619 East 14th Avenue, for the past 38 years," Rain said, describing photos she brought and saying the pile of trash created a smell and a public-health concern for neighbors.
Manager (speaker 2) and other council members acknowledged the complaint and clarified the borough's practice: "They're required to notify the administrative office so we understand what's going on and then deal with it appropriately," Manager (speaker 2) said, promising better follow-up and that public works would be notified to pick up the uncollected trash immediately.
Councilors and residents described ongoing frustration with repeated failures to collect bulk trash and the need to hold landlords accountable when tenants or property owners do not secure refuse. One council member asked that council document expectations and ensure the public-works supervisor enforces the rule; another said the borough will pick up the trash first and pursue citation and reimbursement afterward when appropriate.
