Committee hears proposal to prioritize ground-source heat pumps and thermal energy networks

Fran Cummings presented a memo recommending the Climate Action Plan update shift toward prioritizing ground-source heat pumps (GSHPs) and Thermal Energy Networks (TENs) alongside continued near-term support for air-source heat pumps.

Cummings argued GSHPs typically have higher seasonal efficiency and place less stress on winter peak electric demand than air-source heat pumps, noting that moderating winter peaks could reduce long-term electric-system costs and help maintain affordable rates for all customers. He recommended exploring financing options (low-interest loans, on-bill repayment, targeted incentives) and proposing specific municipal actions, including piloting a GSHP program and studying four potential TEN areas: Concord Center (including Alcott School and other downtown anchors), West Concord/MCI, Virginia Road, and Emerson Hospital.

Committee members asked for more detail on customer costs and grid impacts. Kathryn Hopkins asked how GSHPs would affect electricity and heating costs; Laura (attendee) raised concerns about total cost to serve including CMLP investments; Paul Kirshen said the proposal reflected the long-term planning perspective the town needs; and Bob Shatten urged leaving room for emerging technologies while pursuing TEN studies.

Fran committed to providing slides and additional materials to the consultant for inclusion in the plan update. The committee supported including GSHPs and TENs as priorities in the Climate Action Plan update and asked staff to coordinate follow-up analysis with CMLP and Weston & Sampson.
